PROBLEM TO BE SOLVED: To provide a fixing device, facilitating design and manufacture, obtaining an output image of high quality without image defect, simple in structure, compact and having good maintainability, and an image forming apparatus including the fixing device. SOLUTION: In the fixing device 50, a recording material carried between a fixing member and a belt is heated and pressurized to perform fixing processing. The fixing device includes: a pressurizing part 53 for pressurizing the recording material to the fixing member through the belt; a pressing part 56 for generating the pressing force toward the pressurizing part; and a pressing transmitting part located between the pressurizing part and the pressing part to transmit the pressing force to the pressurizing part, wherein the pressing transmitting part has a plurality of first elastic members arranged in the same direction as in the longitudinal direction of the pressurizing part, and the first elastic members are different in elastic coefficient.
