<p><P>PROBLEM TO BE SOLVED: To easily achieve high communication quality multicast communication in a narrow-band wireless network. <P>SOLUTION: A unicast path control information acquisition part 103 acquires unicast path control information based on multicast information and a TC message which are transmitted from another node. A relay node set calculator 104 calculates a transmission relay node set which covers all multicast transmission nodes, and a receiving relay node set which covers all multicast receiving nodes using the unicast path control information.
