PROBLEM TO BE SOLVED: To obtain a target torque with a high accuracy without being affected by an EGR in a controller of an internal combustion engine. SOLUTION: The target torque of an internal combustion engine is set by a target torque set means 2, and a target EGR rate is set by a target EGR rate set means 4. A correction factor for correcting the effect of the EGR on torque is calculated by target torque correction means 6, 8 based on the target EGR rate and an air volume. The target torque is corrected by the correction factor. A target air volume calculation means 10 calculates a target air volume from the corrected target torque. Control means 12, 14, 16 control the operations of a plurality of actuators for adjusting the air volume and the EGR rate in a cylinder, respectively, based on the target air volume and the target EGR rate calculated from the corrected target torque.
