PROBLEM TO BE SOLVED: To provide a driving device of plasma display panel, a driving method and a plasma display device, capable of fully lowering black brightness. SOLUTION: An all cell initializing period includes a first half section and a second half section. A short high impedance waveform is applied to a sustain electrode in the first half section, and a long high impedance waveform is applied in the second half section. A discharge waveform is applied to each scan electrode of even and odd numbers, either in the first half section or in the second half section for each field. When the short high impedance waveform is applied to the sustain electrode, the discharge waveform is applied to the scan electrode, to produce full initial discharge (stable discharge). When the long high impedance waveform is applied to the sustain electrode, the discharge waveform is applied to the scan electrode, to produce the initial discharge in which brightness is reduced (brightness reduced discharge).
