PROBLEM TO BE SOLVED: To provide a device capable of delivering desired base isolation performance or vibration control performance with a simple structure, and a base isolation device and damping device capable of easily setting specifications of elements constituting the device. SOLUTION: A base isolation device consists of an inertial connecting element 30 for converting the relative displacement in a specific direction into a rotation amount of a rotor, a spring element 40 for producing an elastic reaction force acting along the specific direction corresponding to the relative displacement in the specific direction, and a damper element 50 for producing a damping resistance force acting along the specific direction corresponding to relative speed in the specific direction, wherein a viscous mass damper with a spring formed of a system in which the inertial connecting element 30 and damper element 50 are connected in parallel and a system in which the inertial connecting element 30 and spring element 40 are connected in series is coupled to an object structure 10.
