PROBLEM TO BE SOLVED: To provide a steaming and kneading apparatus constituted so as to obtain rice cake dough, in which unevenness by steaming is eliminated, having uniform properties and uniformly lower the temperature of the dough to a temperature enabling addition of an enzyme. SOLUTION: The steaming and kneading apparatus is equipped with a first steaming and kneading part 2 for obtaining rice cake dough by blowing steam to rice flour or water-containing rice flour and kneading the rice flour with steam; an aging part 4, provided following the first kneading part 2 and aging the rice cake dough steamed and kneaded in the first steaming and a second steaming and kneading part for re-steaming and kneading the rice cake dough aged in the aging part 4 or a kneading part for carrying out uniform temperature lowering of the dough to solve the above problem, wherein the second steaming and kneading part or the kneading part is provided following the aging part 4.
