The inventive device makes it possible to increase the performance of removing biological growth from ship hull surfaces and hydraulic engineering works. The device comprises two hydraulically connected pipes having small and large diameters and provided with pistons, the external end of the small-diameter pipe is provided with a bottom in the form of a hemisphere, in the focus of which discharge electrodes are arranged, and a slotted nozzle is mounted on the external side of the large-diameter pipe. The performance is raised by the formation of a flat cutting water jet, the length of which is of 15-20 cm, the width is of 30-40 cm, the pressure is of 120-180 atm and the repetition rate is of 0.5-1 Hz.
