A method of transmitting data by effectively using resources is provided to allocate an unused resource block which is reserved for a control area to user data transmission. A base station assigns a resources block to which a terminal transmits user data. And the base station transmits a resource block index to a terminal(S100). The terminal directly or indirectly determines a control area and a data area by sufficiently using various control information transmitted to a downlink(S130). The terminal transmits a usable resource block having the user data to the base station by using an index of a resource block and a resource block indicator according to the determination result(S140).
