A hand position detecting device and an electronic apparatus including the same are provided, in which the location detected by an optical penetration hole detection unit can be determined as the location predetermining of the second-hand wheel. A hand position detecting device comprises: a detection unit for determining each rotational phase of the hour hand wheel, second-hand wheel, minute wheel by detecting three each optical penetration hole part(21,28,29) respectively installed on the second-hand wheel(20), the minute wheel(25), and the hour hand wheel(27). The first optical penetration hole part of the second-hand wheel comprises: a first circular hole(21a) which is the standard location of the second-hand wheel; and the second and third elongated holes(21b,21c).
