A constant speed descending emergency escape device is provided, which enables more than two users to descend and escape safely in non-power driving mode. A constant speed descending emergency escape device comprises: a wire rope winding drum(10) in which the set-up gear is adhered; a hydraulic motor(20) rotating while increasing the speed by the rotation of the wire rope winding drum; a hydraulic system(30) controlling the speed of rotation of the hydraulic motor; a moving rod which adhesively installs the compressed spring absorber in back-end; a basket movement hanger(50); a wire rope(40) which is drawn in the leading end of the basket movement hanger; and a basket(60) hanging the pulling rod on one side.
