A method for manufacturing a complex catalyst for making light olefins from an oxygenated compound and a manufacturing method of the light olefins using the same complex catalyst are provided to manufacture a complex catalyst of ZSM-5/SAPO-34 by performing a hydrothermal synthesis and plastic process about the compound. A method for manufacturing a complex catalyst for making light olefins from an oxygenated compound comprises the following steps of: for manufacturing alumina-silica mixed solution of a ZSM-5 type; manufacturing a synthesis gel of the ZSM-5 type; manufacturing a slurry of the ZSM-5 type after washing filtering and hydrothermal composition of the synthesis gel; manufacturing the alumina-silica compound of a SAPO-34 type; manufacturing a combinatorial synthesis gel of a ZSM-5/SAPO-34 type; and manufacturing a complex catalyst of a ZSM-5/SAPO-34 type.
