A Ni-plated layer containing Ni in an amount of 150 to 1000 mg/m2 is formed on at least one surface of a steel base material. On the Ni-plated layer is formed at least one selected from a phosphoric acid coating film (deposited in an amount of 0.1 to 100 mg/m2 in terms of P), a Zr coating film (deposited in an amount of 0.1 to 500 mg/m2 in terms of Zr) and a phenol resin coating film (deposited in an amount of 0.1 to 100 mg/m2 in terms of C) by a cathode electrolysis treatment.
