The assembly has a fly-wheel including a branch (32) integrated to a steering column shaft rotatably movable in a support (16) that is connected to a structural element of a motor vehicle. A fixed hub (20) is connected to the shaft by a revolving bearing (22) and to the support by a rectangular transversal sectioned helical spring (30). The branch of the fly-wheel is rotatably mounted between flat coils of the spring. The spring is compressed between the hub and the support when the fly-wheel is in median position between end rotational positions in clockwise or anticlockwise direction.
