PROBLEM TO BE SOLVED: To provide an information collector which can collect information for deciding communication abnormality more accurately and can be manufactured at a lower cost, as compared with equipment for monitoring the increase or decrease in traffic.

SOLUTION: A signaling packet analysis section 12 extracts the time and the communication apparatus information that for identifies the communication apparatus that has transmitted from a signaling packet being transmitted, when the communication apparatus is connected to other apparatuses. A tallying section 13 tallies the number of times that the communication apparatus transmitted a signal packet during a predetermined time, based on the communication apparatus information and the time extracted at the signaling packet analysis section 12.
