PROBLEM TO BE SOLVED: To provide a functional liquid manufacturing apparatus enabling a manufacture of various kinds of functional liquids. SOLUTION: A concentrate solution storage part 3 storing an arbitrary concentrate solution 2 is provided. Further, a gas generating part 4 is provided to generate a plurality of gases dissoluble in the concentrate solution 2. Furthermore, a dissolution part 7 is provided which comprises a swirling current pump 5 and produces a functional liquid 6. The swirling current pump 5 of the dissolution part 7 sucks the concentrate solution 2 of the concentrate solution storing part 3, and at the same time, sucks the gas selected from a plurality of gases generated at the gas generating part 4 by the negative pressure generated at that time. In the swirling current pump 5, the swirling current occurs in the concentrate solution 2 to pressurize-mix, and solve the gas in the concentrate solution 2 to produce the functional liquid 6. The concentrate solution 2 of the concentrate solution storing part 3 and the gas generated at the gas generating part 4 can be selected optionally, and the optional selection of these concentrate solution 2 and gas enables the manufacture of various kinds of the functional liquids 6.
