<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of alleviating toner deterioration by circulating toner between a developing hopper and a toner cartridge. <P>SOLUTION: The developing device 30 includes a developing unit 31 and a toner cartridge 32 for replenishing the developing unit 31 with the toner, and includes the developing hopper 311 for storing the toner supplied from the toner cartridge 32, a conveyance paddle 31d for sending the toner in the developing hopper 311 to a supply roller 31b, the supply roller 31b for supplying the toner to a developing sleeve 31a, and the developing sleeve 31a for developing a toner layer in contact with a photoreceptor 10.
