PROBLEM TO BE SOLVED: To provide a clogging detecting device for detecting clogging of a fuel filter caused by waxing of fuel. SOLUTION: An ECU determines whether or not a temperature condition is realized from the temperature of the fuel filter detected by a temperature sensor, that is, the fuel filter is the deposit temperature or below of a wax component (S101). When the temperature condition is effected and also an engine is an idle state (S102), the ECU detects the clogging of the fuel filter from actual rail pressure of a common rail and a control current value outputted to a suction quantity control valve. The actual rail pressure is controlled by a fuel flow supplied to the common rail, that is, the fuel flow to a supply pump from the suction quantity control valve. Thus, the actual rail pressure correlates to the control current value. In a normally open type suction quantity control valve, the ECU determines that the clogging by the wax component is caused in the fuel filter when the control current value I corresponding to the actual rail pressure is smaller than a predetermined value Im (S103).
