The embodiment of the invention discloses a method for determining the downlink transmission mode, which includes the following steps: the first base station receives the service frames; if the received service frames contain discontinuous voice frames, the first base station determines the downlink transmission mode to be the discontinuous transmission mode. In the embodiment of the invention, the local base station detects the received service frames and can determine the downlink transmission mode of itself according to the detection result. Thus the local base station can avoid the problems of switching, power controlling etc. caused by the inaccuracies of the downlink test report.
