PROBLEM TO BE SOLVED: To solve a problem that, although an automatic teller machine has security functions including a function for injecting a theft-prevention ink or a function for cutting bills to make the bills contained in the device unusable, each function needs a large-scale structure. SOLUTION: A simple mechanism of impregnating bills with ink by boring an ink storage bag is provided within a bill storage. According to the invention, a device with high security can be obtained without largely remodeling the whole device or a bill receiving and paying mechanism. Even if the bill storage is contaminated with the theft-prevention ink when actually detecting theft, the bill receiving and paying mechanism can be reused by replacing only the bill storage without replacing the whole mechanism.
