PROBLEM TO BE SOLVED: To provide technology capable of diffusing a reducing agent and equalizing an exhaust gas flow in an exhaust emission control device of an internal combustion engine. SOLUTION: The exhaust emission control device comprises a cone part 31 which is connected to an exhaust passage 2 of the internal combustion engine, has a space inside and becomes larger in cross-sectional area toward a downstream side in a flow direction of exhaust gas, and a storage part 32 which is connected downstream of the cone part 31 and receives at least a catalyst, and comprises a mixer part 300 for changing the flow direction of exhaust gas in the cone part 31.
