PROBLEM TO BE SOLVED: To prevent the occurrence of a vehicle behavior not intended by a driver when limiting vehicle functions again besides preventing a driver from running a vehicle anywhere without the limitation on vehicle functions. SOLUTION: A navigation unit 2 normally sets a speed limiter of a vehicle to an initial set value V<SB>0</SB>, which releases the speed limit by controlling an engine control unit 3 when it is determined that a vehicle position is situated within a speed limit releasing area and limits the vehicle speed so as to alleviate the change of the vehicle behavior by limiting the vehicle speed gradually when it is determined that the vehicle position is situated within the speed limit area after releasing the speed limit of a vehicle.
