PROBLEM TO BE SOLVED: To improve the controllability of an application range in an application system which uses a roller member, and to reduce damage to a member caused by a contained component of an application liquid in addition to drying fixing. SOLUTION: The liquid applying device is equipped with an application liquid supplying means (40) which supplies the application liquid (108) to a part of the rotating roller member (38), a blade member (110) which scrapes an excess of the application liquid applied to the outer circumferential face of the roller member by abutting on the circumferential face of the roller member at a position of the rotational direction downstream side of the roller member (38), a substitute fluid jetting means (114) which removes the applied liquid from the roller circumferential face by jetting a gas or a liquid of a composition different from that of the application liquid to a partial range of the outer circumferential face of the roller member (38) that passes the blade member (110), and a substitute fluid jet control means which controls the jetting of the substitute fluid by the substitute fluid jetting means (114).
