PROBLEM TO BE SOLVED: To provide a vitrified bond grinding wheel having excellent chemical resistance and water resistance. SOLUTION: This vitrified bond grinding wheel 1 comprises abrasive grains 2 and a binder 3 for joining the abrasive grains 2. The binder 3 is formed of an acid-chloride inorganic substance at least having P<SB>2</SB>O<SB>5</SB>, CeO<SB>2</SB>, and Cr<SB>2</SB>O<SB>3</SB>, containing P<SB>2</SB>O<SB>5</SB>and CeO<SB>2</SB>within the range of 50-90 (mol%) in total, and containing Cr<SB>2</SB>O<SB>3</SB>within the range of 0.7-15 mol%.
