PROBLEM TO BE SOLVED: To provide a developing unit which can suppress the problem that the developer is discharged out of the developing unit through the developer outlet resulting in developer shortage in the developing unit and making unstable developer supply to the latent image carrier and causing defective images, and also to provide an image forming device incorporating this developing unit. SOLUTION: This developing unit 4 has a developer holder 5 to supply toner to the latent image on the surface of the latent image carrier 1 at the facing position, a developer transporting member 8 to transport the developer, a developer transport path 9 to transport the developer while supplying developer to the developer holder 5 in the developer supply area, and a developer outlet 94 to discharge the developer to the outside of the unit. The developer outlet 94 is formed at a predetermined height matching the whole developer amount in the developer transfer path, on the side wall 135 forming the developer transport path 9 provided in the direction other than the direction the developer flies splashing out of the developer transport path 9 when transported by the developer transporting member 8.
