PROBLEM TO BE SOLVED: To provide a device for measuring the internal resistance value, in a short time with few measurements, without breaking a chloride film, in the internal resistance measurement of thionyl chloride based lithium cell. SOLUTION: This internal resistance measuring device includes a first direct current voltage meter connected to a positive-electrode and negative-electrode of the cell, a resistor for voltage detection whose one end is connected to the positive-electrode side of the cell, a second direct current voltage meter, connected to both ends of this resistor for voltage detection; a maximum voltage holding means for holding the maximum value of the second direct current voltage meter; a first switch whose one end is connected to the other end of the resistor for voltage detection; and a capacitor and resistor for discharge whose one side ends are connected to the other end of the first switch. The other end of the capacitor is connected to the negative electrode of the cell, and the other end of the resistor for discharge is connected to the negative electrode of the cell via a second switch.
