PROBLEM TO BE SOLVED: To confirm a present value of a moving body, even if positional information is not collected from the moving body. SOLUTION: The moving body 2 has a satellite-positioning function, a displacement index measuring function and a data preservation function. A server 3 preserves the positional information and displacement index measuring information supplied from the moving body 2. When the moving body 2 cannot collect the position information and communication is available between the moving body 2 and the server 3, a client 4 receives the displacement index measuring the information from the server 3, and outputs the position information of the moving body 2 based thereon. When the communication is available between the moving body 2 and the server 3, the moving body 2 preserves the positional information, in a section where the communication is blocked, and additional information, including the displacement index measuring information; and when the communication is recovered thereafter, the moving body 2 supplies the positional information and the displacement index measuring information to the server 3 as delayed position information. The client 4 draws out the present position information and the delayed position information from the server 3 and outputs the position information of the moving body 2, based on the information.
