PROBLEM TO BE SOLVED: To form a coating film layer having oil repellency in the vicinity of an injection hole, without requiring complicated processing, in a fuel injection valve. SOLUTION: This method for manufacturing the fuel injection valve having the injection hole for injecting fuel, performs a process (Step S14) of irradiating a surface of a member for constituting the injection side opening end of the injection hole with plasma, and a process (Step S16) of forming the coating film layer having oil repellency on the surface of the member irradiated with the plasma, when forming the coating film layer having the oil repellency on the injection side opening end of the injection hole.
