PROBLEM TO BE SOLVED: To provide a structural member for a rainwater storage and penetration system which is sufficiently provided with resistance to shear deformation, while securing a function of a top plate for separating a construction or a structure from a soil cover, the weight of which is reduced, and which has a structure capable of securing a large space in assembling and facilitating maintenance, and to provide the rainwater storage and penetration system using the structural member. SOLUTION: The structural member is equipped with the flat plate-like top plate P which is placed at the upper portion of a three-dimensional structure and fixed by being joined to one of a vertical member 3, a horizontal member 2 and a connecting member 1 for joining the vertical member 3 and the horizontal member 2 to each other. A recess-shaped portion (tubular portion) 1a which is formed in a part of one of the vertical member 3, the horizontal member 2 and the connecting member 1, and a protrusive portion perpendicular to a flat plate provided at a part of a corner Pa of the top plate P are joined to each other in a fitted manner.
