PROBLEM TO BE SOLVED: To configure a radio frame in which an empty slot and an empty logical subchannel are present before an uplink burst on the basis of a standard such as the IEEE 802.16 standard or the like in an uplink partial usage of subchannel zone of an orthogonal frequency division multiple access system. SOLUTION: In this radio frame controller, a placement information generation section 102 creates first placement information including a radio resource amount to be assigned to each terminal station on the basis of a received radio resource request. A pseudo placement information generation section 103 creates pseudo placement information including a temporary radio resource amount to be assigned to pseudo communication.
