PROBLEM TO BE SOLVED: To provide an inter-rotor phase difference changing system capable of rapidly changing the phase difference between both rotors into the phase difference at which the strength of a composite magnetic flux of permanent magnets of both the rotors can be stronger than the strength of a composite magnetic flux in the equilibrium state of both the rotors. SOLUTION: Fluid charging discharging means 30, 31 can switch a supply flow path of a working fluid to a field strengthening side fluid chamber 24, out of fluid chambers 24, 25 of an electric motor 1, into a first flow path 52 from a working fluid supply source 35 and a second flow path 53 from an accumulator 48 on the basis of the opening/closing operation of electromagnetic opening/closing valves 47, 49. Immediately after the start of the fluid charging discharging means 30, 31, the working fluid is supplied from the accumulator 48 to the field strengthening side fluid chamber 24, and then the working fluid is supplied from the working fluid supply source 35 to the field strengthening side fluid chamber 24.
