PROBLEM TO BE SOLVED: To provide a human detection device, a method and a program, capable of detecting a human, even when a person is standing still. SOLUTION: This human detection device for determining the presence of a person is equipped with an objective lens 10 for condensing infrared rays emitted from the person, an infrared sensor 20 for detecting the infrared rays condensed by the objective lens 10, and a driving mechanism 30 for repeatedly moving relatively the objective lens 10 and the infrared sensor 20.
