PROBLEM TO BE SOLVED: To provide an inexpensive and simple method for producing a graphene sheet. SOLUTION: An aqueous solution comprising ions of the group VIII transition metal in which carbon fine powder is dispersed is prepared, reduction reaction is induced in the aqueous solution, so as to form particles composed of the above transition metal, and a graphene sheet is formed and grown over the surfaces of the particles.
