<P>PROBLEM TO BE SOLVED: To secure necessary transaction even when a user himself/herself performs fair transaction by integrally judging a plurality of evaluation items in order to prevent unfair transaction in an automatic transaction device. <P>SOLUTION: The transaction circumstances of a user are stored as data related with a plurality of risk evaluation items, and whether or not the stored data has reached a predetermined risk level is determined.
