PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus capable of preventing distortion deformation of a substrate of a seal member and sufficiently preventing the toner leakage from both ends of a development roller. SOLUTION: A side seal 91 having a sliding frictional member 93 that is formed of fibers is arranged on a base material 92 formed of an elastic element on the opposite side to both ends of a roller main body 52 of a developing roller 39. Both edges of the roller main body 52 are in contact with the base material 92. Therefore, the sliding frictional member comes into contact with the peripheral surface of the roller main body 52 over the whole width of the rotation axis direction of the developing roller 39, and does not bend and deform. The pressing force which the side seal 91 receives from the developing roller 39 does not include a force component directing to the inside of the rotation axis direction. Therefore, the base material 92 is compressed and deformed in the radial direction of the roller main body 52 by the pressing force received from the developing roller 39 and does not distort and deform so that it does not fall to the inside of the rotation axis direction.
