PROBLEM TO BE SOLVED: To reduce application unevenness when liquid is applied, and to improve the quick drying of the applied liquid. SOLUTION: Liquid having a minute foam shape (foamed liquid) 10 is supplied from the upper part of a device to an application roller 2 which supports the foamed liquid 10 on the circumferential surface thereof. A thickness regulating member 4 regulates the thickness of the foamed liquid 10 supported on the circumferential surface of the application roller 2. An agitation roller 3 agitates the foamed liquid 10 supported on the circumferential surface of the application roller 2 at the upstream side of the rotation direction of the application roller 2 of the thickness regulating member 4. A conveyance supporting roller 5 is disposed to be opposed to the application roller 2 and supports the conveyance of a recording objective medium (or application objective medium) 6.
