PROBLEM TO BE SOLVED: To firmly assemble the guide of a reclining mechanism to the outer peripheral ring so as to be able to highly precisely position a passing through position in an axial direction. SOLUTION: A ratchet 10 and the guide 20 constituting the reclining mechanism 4 are assembled so as to overlap in the axial direction so as to slide with each other and relatively rotating. The outer peripheral ring 70 keeps them assembled while overlapping them each other in the axial direction. A female thread groove 72a fittable with a male thread groove 22a formed in the guide 20 is formed in a cylinder portion 72 of the outer peripheral ring 70.
