PROBLEM TO BE SOLVED: To perform pre-coating upon coating to a steel member surface under conditions where (1) a wet system in which various industrial wastes are generated is abandoned, (2) the adhesion of a coating film is strengthened, and (3) cost is made inexpensive. SOLUTION: A steel member is heated, so as to form an oxide film on the surface thereof, next, the atmosphere is changed into a reducing gas, and the oxide film is reduced, so as to be modified into a layer of porous metal iron connected with a steel. In the case of an Ni based stainless steel, it is returned to the original steel kind. Firm anchor effect by the infiltration and fullness of a coating liquid owing to activation and porousness by the reduction and connection between the steel and the reduced layer or the like supports the coating with tight adhesion. Since it is a dry system, exhaust water, waste liquid, reaction residues or the like are not generated, and chemical conversion treatment can be obviated as well. COPYRIGHT: (C)2009,JPO&INPIT
