PROBLEM TO BE SOLVED: To provide a silicone oil or an organic oil emulsion containing the silicone oil dispersed in water or the crosslinked silicone particles in droplets of the organic oil and a process for their production. SOLUTION: The silicone oil or the organic oil emulsion contains crosslinked silicone particles with an average particle size of 0.05-100μm, with a proviso that the particle size of the crosslinked silicone particles is smaller than those of the oil, in droplets of the silicone oil or the organic oil with an average particle size of 0.1-500μm dispersed in water. A process for the emulsion comprises dispersing in water and crosslinking a crosslinkable silicone composition containing a non-crosslinkable silicone oil or an organic oil, with a proviso that the content of non-crosslinked oil surpasses the amount of the non-crosslinkable oil that the crosslinked product of the crosslinkable silicone composition can maintain.
