PROBLEM TO BE SOLVED: To provide a surface-coated cutting tool having a hard coating layer capable of exerting excellent chipping resistance during the cutting of a highly hard member. SOLUTION: The hard coating layer vapor-deposited on the flank, horning part, and rake of the tool cutting part of this surface-coated cutting tool comprises at least an inner layer formed of an Al<SB>2</SB>O<SB>3</SB>layer and an outermost surface layer formed of one or more layers of a carbide, nitride, or carbonitride of Ti, Zr, and Hf.
