PROBLEM TO BE SOLVED: To realize an opening/closing function, for a hinge device used, for example, to open/close a casing member, without causing interference on the side of the casing member being closed/opened. SOLUTION: An eccentrically rotatable shaft (opening/closing shaft 4) is provided with a first cam mechanism (10) and a second cam mechanism (12), where the first cam mechanism is made eccentric in accordance with a rotation angle by an eccentric cam (20) attached to the shaft and the second cam mechanism exerts a returning force on the eccentrically rotating shaft, based on a restoring force of a spring (coil spring 24) on the shaft, toward the center of a bearing from an eccentric position, thereby enabling eccentric rotation of the shaft, wherein the eccentric direction of the shaft is restricted by a guide member. As used herein, the term "eccentric rotation" means displacement of a rotation center point of the shaft by its rotation angle, wherein the eccentric direction thereof is guided by the guide member.
