A vehicle seat reclining device in which every projection is reliably engaged with a cam groove and has sufficient strength. The vehicle seat reclining device has a first cam groove (26f), a pawl control member (30), a second projection (26h), and a second cam groove (22d). The first cam groove (26f) is formed in a first facing surface (26e) of a pawl (26). The pawl control member (30) is rotatably placed at a position that is in an internal space (S) and between a first arm (21) and the first facing surface (26e), has at least a first projection (27a) inserted in the first cam groove (26f), and controls movement of the pawl (26) when the pawl (26) is rotated by engagement between the first cam groove (26f) and the first projection (27a). The second projection (26h) is formed on a second facing surface (26g) of the pawl (26). The second cam groove (22d) is formed in a second arm (22) to receive insertion of the second projection (26h) and has a restriction section (22d2) engaging with the second projection (26h) to restrict movement of the pawl (26) into a position at which the pawl (26) meshes with inner teeth (22c).
