PROBLEM TO BE SOLVED: To detect a starting point and an end point of a characteristic image part as a motion image. SOLUTION: A motion vector detection means detects a motion vector between two screens of continuously input images in a block unit which is a divided one of the screens into plural blocks. The device extracts a movement feature parameter according to the movement feature of an established image from a plurality of motion vectors of a block unit detected by the motion vector detection means. It detects the starting point of the image part which shows the movement feature of the established image based on the movement feature parameter extracted by an extraction means.
