PROBLEM TO BE SOLVED: To eliminate trouble for changing a number registered in a system for preventing theft of an on-vehicle device. SOLUTION: Upon detection of the turn off of an engine, a mobile-device communication control module 200 provided in a navigation device 10 creates an access key (S20). The access key created is transmitted to a mobile device 30 (S30). Further, if this transmission is determined to be successful, the access key created in S20 is stored in an EEPROM 265 (S50) and a lock request signal is transmitted to a control circuit 135 (S60). The mobile device 30 stores the access key thus transmitted in a memory 330, and when a lock is released, the access key stored in the memory 330 is transmitted to the mobile-device communication control module 200. The mobile-device communication control module 200 collates the access key transmitted from the mobile device 30 with the access key stored in itself, and determines whether or not the lock should be released.
