PROBLEM TO BE SOLVED: To enable to easily judge deterioration of a lithium ion battery pack having a plurality of lithium ion battery cells connected, without using back data or the like showing a correlation between battery deterioration and physical property value change. SOLUTION: A monitoring lithium ion battery cell 201 having the same specifications as lithium ion battery cells 101 constituting a lithium ion battery pack 1 is provided and that monitoring lithium ion battery cell 201 is made to discharge periodically under a certain condition, and the discharge time under the certain condition is measured, and based on the measuring result of the discharge time, deterioration of batteries is judged. By using this structure, the lithium ion battery pack 1 (battery main body 100) can be judged on its deterioration with a high precision without making it discharge.
