PROBLEM TO BE SOLVED: To provide a toner which is excellent in flame resistance and can prevent hazardous substance from developing as much as possible, and to provide an image forming device using it. SOLUTION: This toner contains coloring agents, a binder resin, and a flame retarder. The flame retarder is contained by 1 wt.% or more but 15 wt.% or less of the total toner weight. The binder resin contains at least one of a polyester resin or an acrylic styrene resin. The flame retarder contains a bromine based flame retarder or a phosphorus system flame retarder.
