A system for providing a message service in a service zone and a method thereof are provided to enable a mobile terminal to collect network information in a service zone of a cell unit that a base station manages to supply the collected network information together with a transmission message, thereby forming a service zone without an additional device. A mobile communication systems comprises a mobile terminal(110), a message center(120), a charging server(130), a management server(140) and a database(141). If a message is received from a transmitting side mobile terminal, the message center determines whether the transmitting side mobile terminal exists in a service zone based on network information included in the received message. And the message center generates charging information according to a determination result. The management server performs user authentication to determine whether the service zone exists based on the network information.
