A method for manufacturing high corrosion-resistant steels is provided to gain steels having excellent corrosion resistance and easy surface processability, and to remove an oxide layer of a surface on the steels easily. A method for manufacturing high corrosion-resistant steels comprises the following steps of: performing a first gas nitrification or gaseous nitrocarburising process on the steels for 1-5 hours in 550~680°C of a furnace; performing a second gas oxynitrocarburizing process on the steels for 10 minutes-3 hours in a temperature span of 450~570°C; and processing a surface of the steels.
