A low-delay intra frame encoding method using the data partition is provided to reduce the transmission delay which is generated in a process of encoding and decoding an Intra-frame. An I-frame encoder(110) encodes a video signal inputted from the outside into an I-frame. A coefficient separating unit(130) separates DCT(Discrete Cosine Transform) coefficient information for the I-frame transmitted from the I-frame encoder according to the priority to generate a plurality of priority coefficients. A data partitioning unit(140) partitions and generates the priority information by applying the data partition technique using header information based on the received priority coefficients. A marker insertion part(150) inserts respective markers into the priority information generated in the data partitioning unit to generate an I- frame bit stream in which data is partitioned. |
