A fire extinguishment fluid encapsulation method and a throwing type fire extinguisher are provided, which enables to put in and seal the fire extinguishment fluid. A manufacturing method of a throwing type fire extinguisher comprises: a step for putting the bulk glass of the gel state fused at the melting furnace into the forming mold; a step for molding in the bottle shape by blowing the compressed air into the glass by a pipe and inflating the glass; a step for molding the injection hole(5) in the upper center part; a step for injecting the fire extinguishment fluid(4) through the injection hole; and a step for sealing fire extinguishment fluid by inserting an encapsulation stopper(6) made of the synthetic resin material into the injection hole.
