PROBLEM TO BE SOLVED: To provide a method of filling a small hole of a photonic crystal fiber (PCF) which is used for manufacturing a high performance laser medium, an optical fiber polarizer, and a polarization inversion fiber by departing from the photonic crystal fiber (PCF). SOLUTION: The method of filling the PCF 10 includes: a step in which a plurality of small holes having larger diameter 12a and a plurality of small holes having smaller diameter 12b at the end part of the fiber are filled and a sealed end at which the small holes having smaller diameter 12b are sealed longer than the small holes having larger diameter 12a in the lengthwise direction of the fiber is formed; an opening step of the small holes having larger diameter in which the small holes having larger diameter 12a are opened by cutting a part 18 of the PCF in the direction perpendicular to the fiber axis at which part only the small holes having smaller diameter 12b are filled and the small holes having larger diameter 12a are not filled in the lengthwise direction of the fiber; and a filling step of the small holes having larger diameter in which the small holes having larger diameter 12a opened by the opening step of the small holes having larger diameter are filled with a filling agent for small holes having a diameter larger than the openings 112a formed by the opening step.
